I found a "Creme Of Nature Lemongrass %26amp; Rosemary Leave-In Creme Conditioner for Dehydrated Hair" at Walgreens. The name of the company that makes it is "Creme of Nature."
I also found a "Treasured Locks Leave-In Herbal Conditioner" made with lemongrass and rosmary for African-American hair, but I think the first one is what you are looking for.
